Developing a Terms of Reference

Module Synopsis

This workshop is oriented towards heritage facility planning (new or redeveloped) but would be useful for long-term strategic planning as well. The objective is to assist non-profit heritage groups undertaking development studies, whether conducted by themselves or by consultants. Early registration for this workshop is recommended so that a pamphlet on writing a Terms of Reference (ToR) can be forwarded to participants in advance. Participants are encouraged to bring an outline or a draft ToR to the workshop so that it can completed as part of the workshop activity.

Learning Outcomes

Upon completion of this module, participants will be able to write a Terms of Reference that will:

  • guide the entire planning process, not just a consultant's contract
  • meet government funding application requirements
  • provide a learning opportunity for the organization and improve capacity to effectively manage the planning process
  • be detailed enough to improve consultants' proposals and so improve selection of proposals
  • be detailed enough to be referenced if legal measures become necessary

Target Audience

Board and staff members of heritage and cultural organizations contemplating new or significant renovations or undertaking strategic long-term planning; staff of government or other funding agencies that receive related funding applications or are tasked with assisting such organizations to realize such plans.
